GET Mobile Verify allows businesses to accept mobile driver’s licenses (mDLs) and mobile IDs issued anywhere in the world as legal forms of age or identity verification. Using the app, merchants can contactlessly authenticate ID information to approve a purchase without relying on visual inspection. Midtown Community Health Center to Accept Mobile Driver’s Licenses for Pharmacy Purchases at Ogden Location

Waltham, Massachusetts, Salt Lake City, Utah (December 7, 2021) – GET Group North America and The Utah Driver License Division (DLD) jointly announced today that the Midtown Community Health Center of Ogden will now accept mobile driver’s licenses (mDLs) for pharmacy transactions as part of the state’s mDL pilot. Utah is the first state in the U.S. to pilot an mDL that is fully compliant with international standards that ensure citizens can use their mDL globally as a legal form of identification.

Mobile driver’s licenses provide a contactless “Tap & Go” ID transaction. Authenticating a patient’s ID without the need for a physical credential or their mobile device to change hands increases safety for both the pharmacist and their patient. Additionally, a mobile driver’s license gives an mDL holder greater control over their identity data than can be achieved with physical cards. While traditional physical identity documents provide verifiers access to all the citizen’s personal information, mobile ID utilizes data minimization which allows the mDL holder to only share the data required to complete the specific transaction.

Utah’s ISO 18013-5-compliant mDLs are an optional, trustworthy, official, government-issued driver’s license/ID on a mobile phone. The DLD e-signs the data and puts it under the control of the citizen, to be used via electronic transfer – a “Tap & Go” or “Scan & Go” interaction. Pharmacists (or any verifier) can authenticate eSignatures to immediately ensure the data is authoritative and not tampered with.

Citizens are invited to enroll for their own mDL on Wednesday, December 15th from 3-6pm at the Midtown Community Health Center Ogden clinic (2240 Adams Ave in Ogden Utah). A valid Utah driver’s license is required for mDL registration.

Midtown Community Health Center of Ogden offers patients of all ages and backgrounds comprehensive primary healthcare services including well care, prenatal care, pediatrics, immunizations, women’s health, geriatrics, and treatment for acute and chronic illnesses. It is one of 13 Federally Qualified Health Centers (FQHCs) across the state.

Completion of the ISO 18013-5 Standard Marks Big Step for the Future of the Global Mobile Driver’s License Ecosystem

It was recently announced that the ISO/IEC 18013-5 international standard for mobile driver’s licenses (mDLs) and mobile IDs (mIDs) was unanimously approved for publication on August 18, 2021. This exciting news was the result of more than six years of effort through an open collaboration of issuers, technology providers, regional authorities (such as AAMVA, EReg, AustRoads, and the African Tripartite), and businesses that accept identity documents to approve transactions.

GET Group North America is pleased to have been integral to the process and has remained steadfastly committed to ensuring our mDL technology for both issuers and verifiers is fully compliant with this standard. The state of Utah is conducting a pilot with our technology, which is the first pilot in the country to fully comply with ISO/IEC 18013-5. This compliance enables completely contactless, unequivocal confirmation of identity information without relying on visual inspection of an ID – which is subjective and difficult. Compliance with the standard will ensure mDLs and mIDs issued in one state will be recognized as legal forms of ID anywhere in the world. This is essential to the continued growth of a global mDL ecosystem.

ISO 18013-5 was developed based on Privacy by Design Principles. It specifies interoperable technical mechanisms to obtain and trust the data from an mDL for in-person transactions. Data transfer is only initiated by the mDL holder after giving affirmative consent. There are pivotal privacy technologies designed into the standard. Using the standard can reduce liability concerns for the verifier associated with storing personal data (such as photocopying and retaining a copy of a physical driver’s license). ISO 18013-5-compliant mDLs provide greater privacy protections than physical ID cards, including:

  • Allowing the phone to always stay in the citizen’s control. The phone with an mDL never needs to be handed over for a physical inspection of an ID document.
  • Allowing the citizen to share only data that’s relevant to the transaction, such as whether they are over 18 or 21 without disclosing their full birthday or other sensitive information such as their home address.
  • Giving the citizen full control to release data elements requested by a relying party (verifier).
  • Providing explicit notification to an mDL holder if a verifier intends to retain their information, thus allowing them to know if/when their data is stored. That can also allow verifiers to avoid the liability of retaining ID data.
  • Resistance to tracking; there is no unique identifier to see where a citizen has used their mDL. GET Mobile ID rotates any possible identifiers making correlation difficult.

Select Utah State Liquor Store Locations to Begin Accepting Mobile Driver’s Licenses to Confirm Legal Age for Alcohol Purchases

Waltham, Massachusetts, Salt Lake City, Utah (November 1, 2021) – GET Group North America and The Utah Driver License Division (DLD) jointly announced today that the Utah Department of Alcohol and Beverage Control (DABC) will begin accepting mobile driver’s licenses (mDLs) as a legal form of ID for purchases at its Saratoga Springs and Farmington locations. DABC plans to expand to additional locations by the end of the month as part of the state’s mDL pilot program.

Utah is the first state in the U.S. to pilot an mDL that is fully compliant with international standards that ensure citizens can use their mDL globally as a legal form of identification. The Utah DLD is using GET Mobile Administrator to offer mDLs to citizens, who have the option to opt-into the program. The citizen then has complete control of the data they choose to share – limiting it to what is necessary to complete the transaction rather than sharing full personal information. DABC employees at participating stores will use GET Mobile Verify to contactlessly authenticate that a customer is over the age of 21 without ever touching the customer’s phone or an ID card. Cryptographic proof of ID allows employees to unequivocally confirm the information has not been tampered with. This will eliminate the opportunity for fraud associated with visually inspecting an ID, which is subjective and leaves room for error or oversight of the security features.

Citizens are invited to get set up with their own mDL at the Saratoga Springs store on Wednesday, November 3rd from from 4-7pm MT and the Farmington store on Thursday, November 4th from 4-7pm MT. A valid Utah driver’s license is required for mDL registration.

According to the Centers for Disease Control and Prevention (CDC) and the National Institutes of Health (NIH), driving while intoxicated is the leading cause of death for U.S. teens, and remains a growing problem. Failing to identify a fraudulent ID can result in significant penalties and even charges for liquor store employees or owners in some circumstances.

“When it comes to purchasing alcohol, the ability to confirm an ID is authentic is especially important for cracking down on underaged drinking and other forms of fraud, which can result in dangerous situations and even the loss of lives,” said Alex Kambanis, Managing Director of GET Group North America. “We are proud to be partnering with Utah DABC and DLD to provide a technology solution that will enable more secure and trustworthy transactions, while also protecting the citizen’s privacy when making their purchases and having the potential to improve the overall customer experience.”

Effective immediately, mDLs will be accepted in DABC’s Saratoga Springs location at 1285 North Exchange Drive and Farmington store at 579 Lagoon Drive, with plans to expand to at least 10 locations by the end of the year as part of the pilot. Following completion of the pilot, all Utah DABC locations will accept mDLs pending the state’s widespread rollout of the technology.

Fighting Identity Fraud with ISO 18013-5-Compliant Mobile ID Technology Requiring Cryptographic Proof

Underage drinking in a serious problem in the United States. There are an estimated 10.8 million underage drinkers and almost 1/3 of all fatal drunk-driving cases involve someone under the age of 21[i]. Having a fake ID has become something of a rite of passage for many teens. A 2019 survey found that nearly 50% of people got their first fake ID before they were 18, and nearly 90% of people faced no legal repercussions whatsoever when their fake ID failed.[ii]. During the first six months of 2020, the Chicago U.S. Customs and Border Protection officers seized nearly 20,000 counterfeit U.S. driver’s licenses while working at Chicago’s O’Hare airport alone. Many were intended to be used by the underaged for purposes of illegally securing alcohol or tobacco products[iii].

But spotting a fake ID can be a difficult and subjective task.  A server or bartender is required to assess characteristics such as the thickness of the ID, the photo quality and the use of official marks and holograms which vary from state to state[iv]. The more expensive and professional the fake, the harder it can be to detect There’s a lot on the line for the server and their employer.

A restaurant or bar that serves alcohol to someone under 21 can face serious penalties — including charges, fines, loss of license and perhaps even jail time. The owner of the restaurant and/or the waitperson who served the alcohol can be held personally accountable. For the establishment, its liquor license may be suspended or permanently revoked, and the business may even be shut down. Anyone who sells or serves alcohol can also be held liable for injuries or damages caused by those who consume it, such as those that result from a drunk driving accident[v].

Going digital can help combat the prevalence of fake IDs, but only if done correctly. There are many aspects of the physical driver’s license (DL) that are easily copied or spoofed and can be replicated on any mobile phone with relative ease. Therefore, a “visual representation” of an mDL cannot be made secure and verifiers won’t be able to trust it. These types of vulnerabilities could severely limit the adoption of mobile driver’s license (mDLs) by most states.

Fortunately, there is a better approach to mobile IDs – one that will make mDLs more secure, tamper-proof, and easier to verify than physical IDs. Therefore, this removes the guesswork for bartenders and waitstaff. This cryptographic proof of ID, makes it a trustworthy, official, government-issued mobile credential that complies with ISO 18013-5. The government Issuer (DMV) e-signs the data and puts it under the control of the mDL holder (the citizen), to be used via electronic transfer. The verifier can confirm the DMV’s eSignature without touching the ID or phone. There is no way to tamper with the data that was e-signed by the issuer, reducing the possibility for fraud.

The American Association of Motor Vehicle Administrators’ (AAMVA) mDL Implementation Guidelines mandate compliance with ISO 18013-5 for secure mDL interoperability. GET Group North America has actively participated in this ISO standardization effort since its inception. As a result, GET Mobile ID implements the full functionality of ISO 18013-5. By adhering to the ISO standard, verifiers such as restaurants, bars and liquor stores worldwide can authenticate the validity of an mDL and the identity data of the citizen presenting the credential, even if they are not in the issuing jurisdiction.

Mobile ID technology also provides benefits to the ID holder, giving them greater control over their identity information than possible with a physical ID credential. This can ultimately help prevent identity theft and other misuse of their personal information. The mDL holder controls the amount and type of data transferred to verifiers. Licensees can, for example, release only the relevant data to show that they are over 18 or over 21 without sharing other details not pertinent to the sale of alcohol, tobacco and other age-restricted products (such as their home address or license number).

Mobile Driver’s License Standard Approved and Published

Boston, Massachusetts, Salt Lake City, Utah (October 5, 2021) – The eagerly anticipated ISO/IEC 18013-5 International standard for Mobile Driver’s License (mDL) and Mobile IDs (mID) was unanimously approved for publication on August 18, 2021 and is now available at https://www.iso.org/standard/69084.html.  Publication clears the way for global ID and Driver’s License Issuers to confidently deploy mDL solutions, and for Verifiers around the world to implement or adopt mDL readers.  Businesses, Federal and State Agencies, and other public entities verify government-issued ID documents to quickly approve transactions every day.  mDL gives the holder control of their ID data on their mobile device, while allowing acceptance via a tap or scan.

This global mDL standard was the result of over six years of effort through an open collaboration of Issuers, Technology Providers, Regional Authorities (such as AAMVA, EReg, AustRoads, and the African Tripartite), and businesses that accept identity documents to approve transactions.  Quarterly meetings were held on every continent during these years to ensure inclusivity and transitioned to fully virtual for 2020 and 2021.

ISO/IEC 18013-5 for Mobile IDs and Mobile Driver’s Licenses overcomes the insecurity of showing a card on a phone screen and offers a host of benefits for Cardholders and the Verifiers who accept ID cards and Driver’s Licenses:

  • A comprehensive global standard for sharing identity document information, matured during several test events held on nearly every continent during the last two years.
  • Multiple Ways to Interact. A secure device-to-device protocol for sharing identity information that supports multiple transmission technologies, so that mDL Holders can tap or allow a scan to share their information and Verifiers can accept mDLs quickly according to their customer flows.
  • Increased privacy for mDL users than physical cards:
    • Share Only Relevant Data. Support for data minimization (e.g., to share only the fact that one is older than 21 rather than one’s full date of birth) built into the standard.
    • Consent to Share. Controls that allow the mDL holder to release only some of the data elements requested by a relying party and only after explicit consent.
    • Phone Stays in Your Control. The phone never leaves your hand, unlike ID cards.
    • Know when Your Data is Stored. Explicit notification to an mDL holder if a Verifier intends to retain their information. Verifiers can avoid the liability of retaining data.
    • Resistant to Tracking. There is no unique identifier to see where you’ve used your mDL.
  • Difficult to forge. Stored and shared documents are cryptographically protected against counterfeit, adding resistance to the creation of fake IDs. Verifiers can easily check authenticity.
  • Works when devices do not have connection. When either the mDL device or the Verifier device does NOT have a network connection, data can be shared between devices (offline).
  • Provides privacy best practices for Issuing Authorities and Verifiers in the accompanying Privacy Annex with requirements for maximizing mDL Holder privacy.

Using Mobile Driver’s Licenses to Verify Identity and Preserve Privacy in the Digital Age

Recently, GET Group North America’s Director of Product Development for Mobile ID, David Kelts, testified before the U.S. House of Representatives Committee on Financial Services’ Task Force on Artificial Intelligence. The videotaped hearing on Verifying Identity while Preserving Privacy in the Digital Age focused on the importance of privacy, equity and freedom for individual identity documents as the need for trusted identity grows across the United States.

Kelts’ individual testimony explained the new Mobile Driver’s License (mDL) and pointed out the importance of governance of a mobile driver’s license (mDL) ecosystem to reinforce the values of privacy, equity and freedom, while allowing for innovation and improvement. He answered Representatives’ questions about security and privacy.  Below is a synopsis of his testimony from July 16, 2021 that calls on the Federal Government for light-handed guidance within a managed ecosystem.

Empowering Americans with a mobile identity document carries challenges, and must meet the values and goals of Americans. Protecting identity information, giving greater control and flexibility to the rightful holder of the identity and supporting accuracy of operations come with the goals of inclusivity and access for all Americans.

There are challenges to getting a mDL ecosystem started. Government identity card issuers must make the first move, as they are the signatories to the accuracy and provenance of mobile driver’s license data. Support for federal digital transformation that meets American goals can kickstart the digital identity transformation and ensure that privacy and inclusiveness is achieved. The decision to embark on digital transformation and issue mDLs has been driven largely by the desire to be technical leaders, or through legislative mandate. The mechanisms to fund the transformation have not come as smoothly, resulting in consumer pay models being chosen for technology advancement. In order to make this transformation sustainable and equitable, federal funding for the digital transformation is necessary.

Verifiers, or those who scan an individual’s mDL to confirm age or identity, also face challenges. Many businesses and government agencies will wait to invest in technology for contactless ID until a large number of mobile driver’s licenses are issued. Delaying investment can cause health and safety concerns. For example, restaurants have moved to contactless menus out of necessity during the pandemic, however, still must check a patron’s ID manually, handling the physical card and increasing interaction. Spurring innovation and the deployment of systems that accept mDL can bring contactless ID transactions into reality.

Identity, and the mobile driver’s license ecosystem, operates as the sum of many parts. The glue which holds together shared goals and values of such an ecosystem is a trust framework. Working with both government and private companies, a public/private trust framework can help achieve the goals and values of a secure and private mobile identity partnership.

Federal agencies can lead a digital transformation by accepting mDLs in a manner that helps protect the health and safety of their agents and the general public. The Transportation Security Administration (TSA) has led this kind of transformation, by investigating the acceptance of mobile driver’s licenses during the COVID-19 pandemic. The Department of Homeland Security has invested in the development of technologies for online identity. Similar initiatives for in-person identity can spur innovation, fund new development and hasten the deployment of privacy-enhancing, accessible technologies for accepting mDL. This kind of initiative can complement existing efforts by adding in-person transactions that all of us perform with our identity documents – like making age restricted purchases and verifying ones address.

A public/private trust framework, working alongside secure technology industry experts, can help to bring effective digital identity technology into reality in a way that reinforces the American values of trust, privacy and security.  Without a framework, shortcuts could compromise our values.

Using a Mobile Driver’s License at Retail Stores

Verifying personal identification or age is an important part of doing business. Businesses of all sizes are relying on proof of identity for age-restricted purchases. When in line at the store to buy liquor or tobacco, nothing is worse than the realization that you’ve forgotten your driver’s license or ID card at home. Even if a customer looks well over the legal purchasing age, the cashier must verify their birthdate using a government-issued ID or the company could be put at risk. Usually, if one forgets their license, they are out of luck – but what if their driver’s license was safely and securely stored on their phone just like contactless payment options? A mobile driver’s license (mDL) can provide age verification safely and securely for retail purchases that require ID.

Authentication of a person’s ID without the need to physically change hands increases the safety for both the cashier and their customer. Additionally, an mDL puts the customer in control of their identity.  It also allows them to choose the amount of personal identity data that is shared for a transaction which is not possible with a physical driver’s license. While a traditional driver’s license gives a cashier access to all of a citizen’s personal data, mobile ID technology allows the mDL holder to only share the data required to complete a specific transaction. For example, a grocery store clerk may only receive a customer’s “over 21” status, photo, first name, and validity of the ID.

Mobile driver’s licenses provide a contactless “Tap & Go” ID transaction similar to tap and pay. Like a mobile wallet, for an mDL to be secure and effective you cannot simply show a photo, rendering, or mock-up of a license. Visual authentication is too easy to fake. Instead, ISO 18013-5-compliant mDLs are a trustworthy, official, government-issued driver’s license/ID. The government issuer e-signs the data and puts it under the control of the mDL holder (the citizen), to be used via electronic transfer. Store clerks (or any verifier) can authenticate eSignatures to immediately ensure the data is authoritative and not tampered with.

Here are a few examples of how mDLs can be used to streamline retail purchases:

Grocery Stores

In 2020, alcohol sales at grocery stores were up over 21% due to the pandemic. With many bars and restaurants unable to serve patrons, citizens turned to their local grocery stores (where grocery store liquor sales are legal) to make their alcohol purchases. Some states are considering loosening alcohol restrictions for retailers. This will increase the likelihood that more consumers will make alcohol purchases alongside their weekly bread and milk. Other age-verified purchases, like tobacco products can also benefit from mDL technology in grocery store settings.

Grocery Store Pharmacies

Many grocery stores now have in-house pharmacies making one-stop shopping even more convenient. Integrating mobile driver’s license technology at the pharmacy can help both customers and pharmacists save time and protect the customer’s identity. For example, a pharmacist can request only a user’s “contact information” (birthday, address, name, photo and validity of the ID). customers are able to keep other personal information private while providing only what they need to in order to complete the transaction.

Convenience Stores

Using mobile ID at convenience stores increases the “convenience” in a transaction. Similar to grocery stores, alcohol sales were up considerably at the height of the pandemic. With many stores seeing greater than usual foot traffic from customers, cutting down on transaction time and providing additional safety measures to protect identity data can help stores streamline the check-out process. Using a mDL at a convenience store allows a customer to share only the information required to make a purchase. Instead of sharing their address and other unnecessary personal information, the mDL holder can quickly and easily share their “over 21 status”. The cashier can remotely validate the information through electronic transfer.

Retail Stores

Outside of grocery and convenience store settings, many states require identification for the purchase of certain items in general retail stores. At home improvement stores, an mDL can be used to verify one’s address or age for the purchase of paint thinners as well as any aerosolized products, including air fresheners and spray paints. In big box retailers, purchasing over-the-counter medicine, like cough syrup and antihistamines, may require your ID to show proof of age. Using an mDL for the purchase of items that require identification allows the mobile ID holder to share only the information required to purchase their items.

Harmons to Accept Mobile Driver’s Licenses as Part of Utah Pilot Program

Grocer Signs on to Pioneer Acceptance of Contactless Mobile ID for Secure Age-Based and Select Pharmacy Purchases

Waltham, Massachusetts, Salt Lake City, Utah (July 27, 2021) – GET Group North America and The Utah Driver License Division (DLD) jointly announced today that Harmons Grocery has signed on as the first grocer in Utah to participate in the state’s mobile driver’s license (mDL) pilot program. As a pioneer of Utah’s mDL, Harmons will accept mobile credentials to verify identity for pharmacy purchases, as well as for age-based purchases, at select locations. It will initially accept mDLs at its City Creek and Traverse Mountain locations, with plans to expand to additional stores.

Utah is the first state in the U.S. to pilot an mDL that is fully compliant with international standards that ensure mDLs are accepted globally as a legal form of identification. Mobile driver’s licenses allow for information such as name or age to be confirmed contactlessly by a retailer with a simple tap or scan at point-of-sale — without a physical credential or a mobile phone ever changing hands. It does not rely on visual inspection of an ID, therefore taking the subjectivity out of verifying its authenticity. Unlike with a physical driver’s license which discloses all personal information, with an optional mDL, the citizen has complete control of the data they choose to share — limiting it to what is relevant for a specific transaction. mDLs can be verified using an International Standard and apps such as GET Mobile Verify.

The pilot includes over 100 Utah residents and is expanding now to 10,000 participants including the broader public. Members of the public and media are invited to Harmons’ City Creek and Traverse Mountain locations between 10am-2pm on August 3rd and 4th to get an mDL; a valid driver’s license must be presented.

Banking: Contactless ID for Increased Speed and Assurance

Digital identifications such as mobile driver’s licenses (mDLs) have arrived, with several states running pilot programs and moving to production. With consumers’ growing dependence on online banking technologies (open banking[i], ATMs, bank mobile apps and financial consolidators like Mint [ii]), It makes sense for financial institutions to accept digital forms of ID to verify customers’ identities for banking transaction.

Official mobile driver’s licenses and mobile identity cards recognized as a legal form of ID can make everyday banking activities like completing a transaction at your financial institution of choice more convenient and secure.

Financial service guidelines require bankers to verify your identity to make sure you are who you say you are and to capture your legal name and ID number from your driver’s license or other form of ID. A digital ID that resides on your smartphone is not only more convenient but gives you more control than a card. Physical ID cards used as proof of identity can be stolen, altered or faked. With a quick face match to ensure consent and identity, you could digitally transfer personal identity data directly to the bank application for quick processing and the ATM can immediately verify the Mobile ID. Using mDL could alleviate some of the hassles of lighting and network speed when attempting to upload physical identification documents into banking apps.
